Gangwon elections

Members in Gangwon Provincial ATEK have elected officers. Jack Johnston has been elected President, and Chance Peterson has been elected VP. We have a public school representative for National Council, but we still need reps for hagwon teachers, adult education instructors, and for members holding F visas. If you're interested in representing one of these groups, please get in touch.

Gangwon ATEK was among the first locals in Korea to organize. Our members are active in the community - for example, we are involved in local Habitats for Humanity projects.

Gangwon Bylaws

Gangwon Association for Teachers of English in Korea Bylaws

Article I — Mission

The mission of the Gangwon Association for Teachers of English in Korea shall be to support the goals and mission of the Association for Teachers of English in Korea (hereafter referred to as the “National Association,” through our local organization. Further, the Gangwon Association seeks to:

 

ØProvide a welcoming environment and ongoing support to all teachers of English in Korea. 

ØLobby for the equal and fair treatment of all teachers of English in Korea.

ØOffer quality assistance and advice to teachers of English seeking employment in Gangwon province.

ØFacilitate communication between teachers, employers, and recruiters in order to promote open sharing of information related to living and teaching in Korea.

ØProvide opportunities for social and professional networking amongst all teachers of English in Gangwon-do.

ØStrive to improve the communities in which we live and work through outreach and volunteer opportunities.

ØImprove the status and awareness of teachers of English in Korea by exchanging cultural knowledge and skills.

 

Article II – Nature of Entity

The Association is hereby established in the Republic of Korea and all relevant jurisdictions as a local office of the Association for Teachers of English in Korea.

 

Article III – Relationship with National Association

This Association is bound to all decisions, policies, and rules of the National Association, as executed by its Council and/or Board of Directors.

 

Article IV — Membership

To become a member of Gangwon Association, one must first (or simultaneously) become a General or Associate Member of the National Association.

 

Article V — Bill of Rights for Members

1. All General Members of the Gangwon Association shall have the right to vote, to hold office, and to secure fair consideration for governance appointment in the Gangwon Association. Voting in any Gangwon Association election may be done either in person (at a scheduled Association meeting), by mail, or electronic means.

 

2. All members shall be treated with respect and without discrimination on the basis of race, national or ethnic origin, religion, gender, gender identity or sexual orientation, age, mental or physical disability, or social background. This does not preclude the Association from fulfilling its obligation to carry out activities or programs that have as their goal the amelioration of conditions that may restrict Members from full participation in the Association or its activities and programs.

 

3. Any individual Member or group of individual Members who believe their rights as Members of the Gangwon Association, as specified in this Article, or any other rights, have been abridged by actions taken by an element of the Gangwon Association's governance structure may seek such remedies locally, by contacting the Gangwon Association Chair, or may seek remedies as may be provided by the National Association under procedures established by the Council of Representatives.

 

4. Those wishing to join the National Association and the Gangwon Association simultaneously may present copies of their credentials to the Gangwon Association Membership Coordinator.

 

Article VI — Executive Board

1. The Executive Board shall consist of the President, the Vice President/Secretary, and four representatives to the Council of the National Association. Members shall serve for [staggered] terms of six months. All members of the Executive Board shall serve until their successors are elected and qualify.

 

2. The Executive Board shall conduct its day-to-day business online, but in-person meetings open to General Members shall be held not less frequently than monthly at a time and place to be specified by a vote of the Executive Board. The Executive Board shall also establish mechanisms to provide continuing and prompt attention to such problems as may arise. A quorum at any meeting shall consist of a majority of its entire membership.

 

3. The Executive Board will establish its own procedures for decision making. In the absence of such procedures, or in situations not covered by existing procedures, decisions will be by majority, with the President only voting to break ties.

 

4. In the case of disability, resignation, or removal of a member of the Executive Board, a successor shall be elected by the General Membership of the Gangwon Association.

 

5. The Executive Board shall be administrative agent of the Gangwon Association and shall exercise general supervision over the affairs of the Gangwon Association. The Executive Board shall have authority to take such actions as are necessary for the conduct of the Association's affairs in accordance with this governing document and the policies of Council.

 

Article VII. — Officers

1. The officers of the Association shall be as follows: a Chair, a Vice Chair/Secretary, an Adult Education Representative, a Public School Representative, a Hagwon Representative, and a Non-employment/ F-visa Representative. They shall hold office until their successors are elected and qualify.

 

2. Additional officer positions may be created by a majority vote of the Association.

 

3. The Chair shall be a General Member of the Gangwon Association, elected by the General Membership. During the term of office, the Chair shall serve as presiding officer of the Gangwon Association and the Executive Board. The Chair shall perform such other duties as are prescribed in this governing document, the governing document(s) of the National Association, as are incident to the office, or as may properly be required of the Chair by vote of the Gangwon Association General Membership. The Chair may not serve concurrently in any Commission or hold any other position or office within the National Association during his or her term as Chair of the Gangwon Association.

 

4. The Vice Chair shall be a Provincial/Metropolitan Representative, elected by Council, and shall take office following his/her election. During the term of office, the Vice- Chair shall serve as presiding officer of the Association, the Board of Directors, and Council in the absence of the President. During the term of office, the Vice Chair shall serve as Secretary of the Gangwon Association and shall perform such other duties as may be prescribed in this governing document. It shall be the duty of the Vice Chair to keep, file, and hold (subject to call) the records of all business meetings of the General Membership and Executive Board.

 

5. In the event that the Chair shall not serve out a term for any reason, the Vice Chair shall succeed to the unexpired remainder thereof, and a new Vice Chair shall be elected by the Gangwon Association’s General Membership from among its members.

 

6. In the event that the Vice Chair shall not be able to serve out a term, then a new Vice Chair shall be elected by the Gangwon Association’s General Membership from among its members.

 

7. The Adult Education Representative shall represent the interests and concerns of members employed at institutions that primarily teach English to adults, including (but not limited) universities, government institutions, corporations, and private academies (hagwons) for adult education. The Adult Education Representative is entitled to all rights, privileges, and responsibilities assigned to him or her as a member of the Council of the National Association.

 

8. The Public School Representative shall represent the interests and concerns of members employed at primary and secondary public schools, specifically those teachers in the EPIK program. The Public School Representative is entitled to all rights, privileges, and responsibilities assigned to him or her as a member of the Council of the National Association.

 

9. The Hagwon Representative shall represent the interests and concerns of members employed at private academies (hagwons) that educate children. The Hagwon Representative is entitled to all rights, privileges, and responsibilities granted him or her as a member of the Council of the National Association.

 

10. The Non-employment/F-Visa Representative shall represent the interests and concerns of members teaching with F-series visas, specifically those in the TALK program. The F-visa Representative is entitled to all rights, privileges, and responsibilities granted him or her as a member of the Council of the National Association.

 

11. If it appears that the best interest of the Gangwon Association is not being served, any officer may be removed from office before the expiration of his/her term by a quorum majority vote of the General Members. If quorum majority can not be reached, an officer may be removed by a unanimous vote of the other members of the Executive Board. If a motion to remove an officer is brought directly by a General Member, it does not require a vote of the Executive Board.

 

Article VIII- Association Meetings

1. Meetings of the Gangwon Association shall be held on the first Saturday of each month.

 

2. Locations of meetings shall be decided by the Association. A vote will be held at each meeting to decide the next month’s city and venue.

 

Article IX — Amendments

1. The Association, by vote of the voting Members on the official rolls of the Association at the time of sending, may adopt such charter or amendments to charter as are deemed necessary for the management of the affairs of the Association.

 

2. Amendments which are in inconsistent or in conflict with policies of the National Association are invalid. If the validity of a proposed amendment is in question, a ruling of the National Association Board of Directors may be requested.

 

3. Amendments may be proposed by any General Member of the Gangwon Association.

 

4. The National Association Board of Directors must be notified of any amendment within five days of passage of the amendment. The National Association reserves the right to review and strike amendments to this and any other governing document(s) that this Association may have, by vote of the National Association Council.

 

 

Gangwon ATEK Gives Back to the Community!

Gangwon ATEK held a volunteer home-build with Habitat for Humanity in Taebaek, Gangwon-do on May 9-10. 13 members of Gangwon ATEK worked with Habitat staff and other volunteers from Yonsei University for these 2 days working on 2 quad-plex units outside of Taebaek city. Their work consisted of interior trim finishing, tiling, drywalling, and various other tasks. They stayed at the Habitat dorms, a church in the countryside. A good time was had by all, and they are looking forward to working with Habitat again in the future.
